Tower Steps is a two-building, mixed-income, multi-generational apartment development which is planned to be developed on the parking lot directly north of the prominent Pacific Tower. The property is owned by the Pacific Hospital Preservation and Development Authority (PHPDA) which controls the entire seven-acre Pacific Tower campus and uses real estate income from the property to provide health care grants throughout King County. The development will consist of affordable and workforce housing units with an emphasis on offering housing for families. An early learning child care facility and an adult care facility are also planned for the project.

barrientos RYAN was brought in to assist the PHPDA with designing and entitling the property and to perform a feasibility study to determine the best ownership structure. The PHPDA’s goal is to create a well-designed building that complements the landmark Pacific Tower while providing much needed mixed-income housing and supporting the PHPDA’s healthcare grant-making efforts throughout the county.  barrientos RYAN’s expertise with navigating the city’s complicated entitlement process and aligning interests between multiple stakeholders is a valued contribution to this complex project.
